Is there any Hadith like this?
When the moon is sighted for Ramadan, recite the following:
1x durud (salutations upon Nabi sallallahu ‘alayhi wa sallam)
7x Surah Fatihah
7x Surah Inshirah (Alam Nashrah)
3x Surah Fath (26th Juz)
11x durood.
Answer
I have not come across this in any Hadith. It seems to be a recommendation based on the personal practice or experience of a pious predecessor.
Since the recital consist of salutations and verses of the Quran, it may be practised without deeming it to be a Sunnah recital for when the crescent of Ramadan is sighted. Some pious predecessors have advised reciting Surah Fath upon sighting the moon of Ramadan. See here.
