Is he accused of lying in general conversations or fabricating a Hadith?
2. Will lying in Hadith always refer to fabricating?

Answer
These are some terms used when criticising narrators of Hadith.
1. This refers to a narrator who has been proven to lie in general speech (kalamun nas), but not a proven liar in Hadith.
However, because of his habit of lying in general conversations, he is suspected of possibly lying in Hadith too.

3. No. Fuhshul Ghalat translates as: Serious/Erroneous errors. One who errs, is not considered a fabricator.

(٨٨) – بأن يروي عنه صلى الله عليه وسلم ما لم يقله متعمدا لذلك.
أو تهمته بذلك؛ بأن لا يروى ذلك الحديث إلا من جهته، ويكون مخالفا للقواعد المعلومة، وكذا من عرف بالكذب في كلامه، و [إن] لم يظهر منه وقوع ذلك في الحديث النبوي، وهذا دون الأول. أو فحش غلطه؛ أي: كثرته. أو غفلته عن الإتقان.
… والقسم الثاني من أقسام المردود، وهو ما يكون بسبب تهمة الراوي بالكذب، وهو المتروك… الرابع والخامس، فمن فحش غلطه، أو كثرت غفلته، أو ظهر فسقه؛ فحديثه منكر.
